Ukraine officially declared the illegitimacy of Russia’s presence in the UN

The Verkhovna Rada of Ukraine adopted the Statement to the parliaments and governments of foreign countries regarding the recognition of the Russian regime as a terrorist and substantiated the illegitimacy of the Russian Federation’s presence in the United Nations, as well as the need to reform the UN. The statement was supported by 314 deputies at the parliament session on December 1, 2022.

This is the first time when Ukraine has declared the illegitimacy of Russia’s presence at the UN at the state level, as previous statements were made only by the permanent representative of Ukraine to the UN, Sergiy Kyslytsya.

The appeal states that the Russian Federation is in the UN illegitimately: “Although Russia claims to continue the membership of the USSR, in fact, on December 26, 1991, the Council of Republics of Supreme Soviet of the Soviet Union clearly stated that “with the establishment of the Commonwealth of Independent States, the USSR as a state and a subject of international law ceases its existence”, and therefore the Russian Federation cannot acquire the status of a successor state of the USSR”.

The Parliament of Ukraine emphasizes that the above-mentioned factors determine the urgency of the issue of reforming the United Nations.

“The Verkhovna Rada of Ukraine expresses its support for the fundamental reform of the United Nations, which would not only concern the expansion of the number of permanent and non-permanent members but also limit the use of the right of veto,” the statement of the Verkhovna Rada of Ukraine says.
