The report notes that Russia has used cluster munitions hundreds of times in at least 10 of Ukraine’s 24 regions.

According to preliminary data, in the period from February to July 2022, as a result of shelling with the use of cluster munitions, at least 689 civilians were injured in Ukraine.

“The immediate and long-term suffering that cluster munitions cause civilians make their use today in Ukraine unconscionable as well as invariably unlawful. All countries should condemn the use of these weapons under any circumstances”, said Mary Wareham, arms advocacy director at Human Rights Watch and editor of the Cluster Munition Monitor 2022.

Human Rights Watch’s investigation in Kharkiv (east of Ukraine) found that in May and June, Russian forces fired cluster munitions that damaged residential buildings, city streets and parks, a maternity clinic, and a cultural center.

The organization notes that in 2022, Russia used both stocks of old cluster munitions and newly developed ones in Ukraine.

“The 2008 Convention on Cluster Munitions, which 110 countries have ratified and 13 more have signed, comprehensively prohibits these weapons.”
