“Russians use a wide range of weapons prohibited by international norms. There are rules and customs of war that are allowed by international law. So, indeed, there are weapons that are allowed, and there are weapons that are prohibited. Russia uses the full range of prohibited weapons. They have part of their weapons for research, so they use war to test their new models, and all this is used here in Ukraine. Some models have been overhyped in terms of their quality characteristics, and it turns out that they cannot be used normally here at all,” said Malyar.

The Deputy Minister explained that the testing of new weapons during a war is a violation of the laws and customs of war.

She also noted that Ukrainian law-enforcement agencies carefully documented all war crimes committed by enemy troops and notified the international community expecting the proper response to Russian atrocities.
