The siege of Mariupol and other Ukrainian cities, as well as the denial of humanitarian access by the Russian armed forces, is unacceptable.

“Russia is attacking civilians and infrastructure, including hospitals, medical facilities, schools, and shelters. These war crimes must be stopped immediately. The perpetrators and their accomplices will be brought to justice by international law. Russian forces must immediately provide safe routes to other parts of Ukraine, as well as the delivery of humanitarian aid to Mariupol and other besieged cities.”

The European Council also calls on Russia to fully comply with its obligations under international law and demands Russia immediately end the war and withdraw its troops and equipment from Ukraine. In addition, all countries must join sanctions against Russia. The Russian Federation should respect the territorial integrity and sovereignty of Ukraine.

It is noted that the safety of Ukrainian nuclear power plants must be ensured, in particular with the support of the IAEA.
