On August 21, 2022, it became known that Russian occupiers decided to recognize as “abandoned” and transfer to new owners the enterprises of Ukrainian owners who did not re-register them with the Russian tax office.

The “Government” (occupational. – Ed.) of the Kherson region adopted a decision and defined the procedure for recognizing such enterprises as ownerless, transferring them to the balance sheet of the state property fund of the Kherson region, with subsequent transfer to external management to those who wish to manage these assets and whom we consider worthy in order to manage these enterprises. The owners certainly have the opportunity to retain their right to the enterprise. There is an indispensable condition here – they must re-register with the tax office, obtain registration, and open bank accounts. They must be clear, and transparent. And let them work, no one interferes.”
In addition, Ukrainian banks do not operate on the territory of the occupied part of the Kherson region (south of Ukraine), and the population does not have the opportunity to transfer funds in hryvnias (Ukrainian сurrency) to cash.
There are currently two currencies in the occupied Kherson region – you can pay in hryvnias and rubles (Russian currency) in shops, and the so-called “law enforcement agencies” of the occupiers apply “measures of administrative influence” to entrepreneurs who do not accept the Russian ruble as payment.
