“4.5 million people registered as IDPs in different ways – whether with the help of the mobile application or physically coming to local self-government bodies. This is a large amount, the largest displacement since the Second World War. It happened and is happening in a very short time. And it is difficult to administer such volumes of problems under the conditions of the war. The two main needs of IDPs are housing and money,” said Kozyrev.

He also noted that more than a million people received temporary shelter in various communal infrastructure facilities. More than half a million people have used the “Shelter” program. 55 thousand Ukrainians live in 1200 schools.

Another problem in the future may be the fact that some people live in buildings without heating. In addition, there is a rather large problem with the destruction of the infrastructure of service provision in the temporarily uncontrolled territories of Ukraine.

He noted that the state had allocated 22 billion hryvnias to help displaced people.
