USA will put efforts to reform UN Security Council due to Russia’s aggression

US Ambassador to the United Nations Linda Thomas-Greenfield said at a briefing on US priorities at the 77th session of the General Assembly on September 8, 2022, that Washington supported the reform of the UN Security Council – in particular, the expansion of the geographical representation of its members and the use of the right of veto.

“Russia violated national sovereignty and territorial integrity. It violated human rights and pursued outright war instead of a negotiated peace. A permanent member of the Security Council struck at the heart of the UN Charter.”

She called Russia’s full-scale war against Ukraine “an attempt at domination in its purest forms.”

In this context, Thomas-Greenfield announced that the US has decided to adhere to the “six clear principles for responsible behavior for Security Council Members.” Among them, she mentioned more active interaction with other members of the UN and its institutions and the refusal to use the veto except in extreme cases.

“We will advance efforts to reform the UN Security Council. That includes efforts like our co-sponsorship of the veto resolution that asks permanent members to explain their vetoes to the General Assembly. The Security Council should also better reflect the current global realities and incorporate more geographically diverse perspectives. We should not defend an unsustainable and outdated status quo. Instead, we must demonstrate flexibility and willingness to compromise in the name of greater credibility and legitimacy.”
