“Lend-Lease will fundamentally change the situation in terms of the formation of a new army of Ukraine, which will become the basis for the creation of a counteroffensive group,” the expert emphasized.
The Lend-Lease program provides for refunds for the equipment received, while other programs under which the US provides aid to Ukraine, such as USAID and the Presidential Authorization Program, do not provide for refunds.
