Ukrainian President addressed the UN General Assembly via video

The President of Ukraine Volodymyr Zelenskyy presented the Ukrainian formula – five prerequisites for peace during his speech at the general debate of the 77th session of the UN General Assembly on September 21, 2022.

According to the Ukrainian President, this formula contains the following points:

  • punishment for aggression;
  • protection of life;
  • restoration of security and territorial integrity;
  • security guarantees;
  • determination to defend oneself.

“This is a formula of crime and punishment, which is already well known to Russia. And this is the formula of justice and law, and order that Russia has yet to learn. Like any other potential aggressors. What is not included in this formula? Neutrality.”

Volodymyr Zelenskyy emphasized that Ukraine did not commit this war.

“We held 88 rounds of negotiations in various formats to prevent this war, just from the beginning of my presidency until February 24 of this year.”

Zelenskyy also reminded world leaders about the mass graves exhumed in Izyum, a recently liberated from Russian troops town. He said that one man that was among the bodies was strangled with a rope and another had been castrated prior to the murder. According to the Ukrainian President, this was not the first such atrocity committed by Russian troops.

According to the Ukrainian President, Russia must pay for this war with its assets. Volodymyr Zelenskyy noted during his speech that Russia undermined a lot of elements of global security with its war.

The head of state emphasized that Russia must be recognized as a state sponsor of terrorism.

“If you do not have a legal mechanism, you can make a political decision – at the level of parliaments. This is the foundation for restoring elements of global security. If this strong step is taken, doubts will disappear whether to take other vital steps.”

Volodymyr Zelenskyy ruled out that settlement can take place on any other basis than the Ukrainian peace formula.

“The further Russian terror goes, the less likely it is that anyone in the world will sit down at the same table with Russia,” concluded the President of Ukraine.
