Ukraine creates National Center for Cyber Security

Ukrainian President Petro Poroshenko has signed a decree ”On the National Coordination Center for Cyber Security,” according to the president`s press service.

The activities of the center will ensure coordination of activities of the agencies involved in the National Security and Defense of Ukraine in the framework of the Cyber Security Strategy of Ukraine. This will increase the effectiveness of public administration in the development and implementation of state policy in the field of cyber security, the press service said.

The legal basis for the development of the regulation was the decree of the President of Ukraine dated March 15, 2016 (No. 96), which put into effect the decision of National Security and Defense Council dated January 27, 2016 ”On Cyber Security Strategy of Ukraine.”

The National Coordination Center for Cyber Security is a working body of the National Security and Defense Council.

The head of the center is Secretary of the National Security and Defense Council, and the Secretary of the center is the head of the structural unit of the NSDC Office, who is in charge of cyber security issues.

The members of the center are representatives of the security sector and defense of Ukraine in the field of cyber security are: first deputies and deputies of the Defense Minister, Chief of the General Staff of the Armed Forces of Ukraine, Chairman of the SBU Security Service of Ukraine, Chairman of the Foreign Intelligence Service of Ukraine, Chairman of the National Police of Ukraine, Chairman of the National Bank of Ukraine (on consent), whose jurisdiction includes issues of cyber security, chief of the military intelligence, chief of the border guard service`s intelligence department and head of the Special Communications and Information Protection Service.

Among the main tasks of the center is the analysis of the state of cyber security, the results of the review of the national cyber security system, the state of readiness for cybersecurity subjects to counteract cyber threats, the state of implementation of legislation regarding cyber protection of the state electronic information resources, information, the requirements for the protection of which is established by law, as well as critical information infrastructure, data on cyber incidents concerning the state information resources in information and telecommunication systems, etc.

The center predicts and detects the potential and real threats to cybersecurity, generalizes the international experience in cyber security; operational, information and analytical support for the NSDC on cyber security issues.

In addition, the center is involved in organizing and conducting international and inter-agency cyber-exercises and training, developing relevant guidance documents and recommendations.

The center has the right to request and receive from the executive authorities, local self-government bodies, enterprises, institutions and organizations the statistics, information, reference and other materials necessary for the resolution of questions relating to its competence; use information databases of the governmental bodies, systems and communications, special communication networks and other technical equipment, etc.
