Ukraine bans operations of Russian payment systems in its territory

Kyiv authorities have banned operations of Russia`s payment systems in the territory of Ukraine as part of its sanction policy against the Russian Federation.

The corresponding decree signed by Ukrainian President Petro Poroshenko regarding the National Security and Defense Council`s decision dated September 16, 2016 ”On application of special personal economic and other restrictive measures (sanctions)” was published on the website of the president.

In particular, the decree introduces a ban on operations of the payment systems Zolotaya Korona, Kolibri, Leader international money transfer system, Unistream, Anelik and Blizko in the territory of Ukraine.

In total, sanctions are applied against 271 Russian companies and 682 individuals.

As was earlier reported, on September 16, the National Security and Defense Council (NSDC) imposed additional sanctions against persons involved in the Russian aggression against Ukraine, as well as illegal actions against the Ukrainian people.

The NSDC resolution introduced in 2015 initially put 335 individuals and 167 entities on the list.

Ukraine has also extended sanctions against all individuals (except persons who have died) and legal entities, which have been introduced since September 16, 2015.

Further, Poroshenko instructed to draw up a decision concerning restrictive measures (sanctions) against the persons who were involved in carrying out the election of deputies of Russian Federation`s State Duma in the territory of the annexed Crimea. The sanctions would be applied both against ”deputies” and members of the ”election commissions.”

The NSDC decision of September 16 also stipulates that the Ukrainian government jointly with the Security Service and with the participation of the National Bank and the Prosecutor General`s Office should ensure the implementation and monitoring of the effectiveness of the sanction policy.

In turn, the Ministry of Foreign Affairs of Ukraine shall inform competent authorities of the European Union, the United States and other countries about the imposition of sanctions and raise the issue about introducing by them of similar restrictive measures against the persons concerned.
