“The Russian army understands that it is losing territory. They [Russians – ed.] not only build some fortifications, bury equipment, blow up bridges, mine everything but also shoot villages which have been liberated earlier. Russian soldiers shelled villages with artillery, tanks, and raze them to the ground to stop the offensive of the Armed Forces of Ukraine.”

Russian soldiers know that civilians remain in the villages.

The Head of the Luhansk Regional Military Administration also added that the authorities of the Luhansk region would be ready to provide assistance to those settlements that will be liberated from Russian troops in the future.

Serhii Haidai announced the beginning of the de-occupation of the Luhansk region on October 5, 2022.
