Moldova restricts dairy, meat, cement imports from Ukraine until year-end

Moldova has published a government resolution on the introduction of measures to protect its market by restricting imports of Ukrainian dairy foods, meat and cement by means of quotas and import duties until the end of 2016, according to the Ukrainian Europeiska Pravda portal.
The document was posted on the Moldovan government`s website on May 13.
Protective quotas and duties on dairy products, meat and cement products originating from Ukraine were introduced by Moldova late in April 2016.
The mentioned groups of commodities should be supplied within their respective quotas, while excess shipments will be subject to import duties.
The quotas will be distributed on the ”first come – first served” basis, while the duties will be set at the following levels: 10% will be levied on excess imports of milk and sour cream, 15% on other dairy foods. Moldova will also charge 15-20% plus EUR 500 per tonne on butter and cheese imports supplied above the quotas. Meat products will be subject to import duties at 15% and cement products at 10%. Duties on imports of milk and milk powder will not be applicable to local manufacturers.
Moldova says it has introduced the import duties in response to requests from local producers. It is reported that last year`s imports of Ukrainian dairy products (sour cream, kefir, yogurt) increased by 1.5 times, and those of meat products soared by 14 times. Imports of cement grew by six times.
The growth of Ukrainian imports to Moldova is attributed to the introduction of Russia`s embargo on these products. As for cement, the restriction was a retaliatory measure to a decrease in shipments of Moldovan-produced cement to Ukraine due to lower prices of Ukrainian cement and Ukraine`s refusal to recognize Moldova`s quality certificates.
The recent restrictions became effective from the date of the publication of the resolution and will be valid until December 31, 2016.
