The Law “On a special procedure for local self-government in some districts of Donetsk and Luhansk regions” came into force today.
The document was published in the parliamentary newspaper “Holos Ukrainy” (Voice of Ukraine).
Recall, October 18, President Petro Poroshenko signed the law on the status of Donbas.
The document defines a procedure for temporary organization of the local self-government, activities of local authorities in some districts of Donetsk and Luhansk regions.
The main goal is to create conditions for speedy normalization of the situation, resumption of the rule of law, constitutional rights and freedoms of citizens, creating conditions for the return of displaced residents to their homes, resumption of life in settlements and development of these areas. Also, the rights and legitimate interests of legal persons are restored.
A special procedure in these areas is being implemented by law temporarily for three years from the date of its entry into force.
Ukrainian legislation in certain districts of Donetsk and Luhansk regions for the period of the special order for the local self-government acts with the specifications, defined in this document.
Management in cities, villages and settlements is carried out by ??territorial communities through the local self-government and in compliance with the Constitution and laws of Ukraine.
Extraordinary elections of deputies of district, city, city district, town and village councils, village, town and city mayors in some districts of Donetsk and Luhansk regions will be held on December 7, 2014.
