“The register will be the first component of a comprehensive reparation mechanism, which will provide for the creation of a compensation commission that will consider individual applications from citizens, companies and states for compensation for damages caused by Russia. A compensation fund must also be created, which will accumulate funds for payments, in particular at the expense of confiscated Russian assets,” explained the Deputy Minister of Justice of Ukraine.

Iryna Mudra noted that the Council of Europe also offered assistance in creating a register and working on the implementation of the compensation mechanism.

“The Secretary General of the Council of Europe Marija Pejčinović Burić has already emphasized that the Council of Europe has a lot of experience in creating registers, in particular in the light of the practice of the European Court of Human Rights and the process of monitoring its decisions. Therefore, it is possible that the Council of Europe will also actively cooperate with us in matters of compensation,” added the Deputy Minister of Justice of Ukraine.
