EU foreign policy chief Josep Borrell said Putin’s announcement, which included moves to annex Ukrainian territories and threaten to use nuclear weapons to “protect” Russia, showed the Kremlin’s panic and despair.

“It’s clear that Putin is trying to destroy Ukraine.”

Following a briefing by Dmytro Kuleba (Minister of Foreign Affairs of Ukraine), EU ministers agreed that they would instruct their teams to prepare the eighth package of sanctions against the Russian Federation. It would target “more relevant sectors of the Russian economy and continue targeting people responsible for the war of aggression in Ukraine.”

The next meeting of EU ministers is scheduled for mid-October. This is when the sanctions package сan be formalized.

The ministers also agreed that weapons supplies to Ukraine would be increased. Josep Borrell refused to give further details about the type of sanctions and military support, but said he believed there would be “unanimous support” within the bloc for these new measures.
