The EU High Representative said at a press conference in Prague after an informal meeting of the EU Council at the level of defense ministers of EU member states on August 30, 2022, that the European Union is working on defining the parameters for the future military mission for the preparation and training of the Ukrainian soldiers.

The High Representative of the EU noted the importance of restoring the Ukrainian forces, and in particular, the training of soldiers and the training of personnel for military structures. Borrell says there are many training initiatives in the pipeline. But the needs are huge.
“The bloc’s defense ministers agreed on launching the work necessary to define the parameters for an EU military assistance mission for Ukraine.”
Josep Borrell noted that the EU Council does not make official decisions at informal meetings, but today it was decided to start preparatory work, which will involve maintaining contact with the Ukrainian side on the one hand, and defining legal and operational parameters on the other, in order to formulate a “crisis management concept”, which can ultimately help make decisions about the mission.
For example, such countries as Belgium and Slovakia earlier offered to host training for the new mission. The Netherlands and Germany had jointly proposed to offer de-mining training possibly in Germany, with the option of other countries joining in.
