Representatives of states and international organizations gathered on March 31, 2023, to participate in the Bucha Summit (following the anniversary of the liberation of Bucha from Russian troops in the Kyiv region) on Russia’s responsibility for war crimes committed in Ukraine. The Bucha Declaration was signed as a result of the Bucha Summit and published on the website of the President of Ukraine.

“The states and international organizations condemn in the strongest possible terms the serious crimes under international law that have been committed on the territory of Ukraine, including the Bucha massacre which became a symbol of the horrors of the Russian aggression and express support also for the efforts of the Prosecutor of the International Criminal Court; they also express deep appreciation for the International Criminal Court’s unique and critical activities to ensure the prosecution of the perpetrators of the most serious crimes under international law and preventing their impunity, thus contributing to the deterrence of such crimes,” emphasized the Office of the President of Ukraine.
The participants of the summit supported the creation of an international mechanism for compensation of damage or losses caused as a result of internationally illegal actions of the Russian Federation in Ukraine or against Ukraine, and supported the creation of an international mechanism of the register of losses, which will document evidence and complaints regarding the infliction of damage or losses to all interested individuals and legal entities, as well as Ukraine.
“The participants of the Bucha Summit emphasize the need to ensure comprehensive accountability for the most serious crimes under international law committed on the territory of Ukraine through appropriate, fair and independent investigations and prosecutions at the domestic and international level, and stress the need to pursue practical steps towards this goal to ensure justice for all victims and to contribute to the prevention of future crimes,” added the Office of the President of Ukraine.
The Prime Ministers of Slovakia, Slovenia and Croatia, the President of Moldova and the President of Ukraine took part in the Bucha Summit.
