The President of Ukraine Volodymyr Zelenskyy discussed with the Vice-President of the European Commission Valdis Dombrovskis the issue of financial support to Ukraine, as well as the reconstruction of the country on November 18, 2022.

“During the meeting with the Vice-President of the European Commission, Valdis Dombrovskis, we discussed the issue of urgent financial support for Ukraine until the end of this year and the coordination of plans for 2023,” the Volodymyr Zelenskyy noted.
The two leaders discussed the Fast Recovery Plan for housing and social infrastructure facilities of Ukraine and the involvement of the European Commission in the launch of the Fund for the Reconstruction of Ukraine, in particular by working out the mechanism for using frozen Russian assets on the territory of the EU.
The President informed the Vice-President of the European Commission about the consequences of Russian missile attacks on Ukrainian energy infrastructure and civilian objects, as well as about the measures taken by the state to quickly restore all life support systems of citizens.
Volodymyr Zelenskyy thanked the European Commission for presenting a new large-scale financial assistance program for 2023 in the amount of 18 billion euros and expressed the expectation that Ukraine will be able to receive the first tranche as early as January 2023.
For his part, Valdis Dombrovskis assured that the EU would continue to support Ukraine, put pressure on the Russian Federation, and do everything to help Ukrainians win this war.
The participants of the meeting paid special attention to the effectiveness of the European Union’s sanctions policy, in particular in the energy, mining and banking spheres, as well as the blocking of Russian propaganda media.
The President also emphasized the importance of the European Union recognizing Russia as a terrorist state.
