Disengagement of forces in Donbas to start only after seven days of ”full silence” – Framework Decision

A prerequisite for the start of disengagement of forces in Donbas is a complete ceasefire, observed for seven days and confirmed by the OSCE, according to the Framework Decision`s text.

”The condition for the start of disengagement of forces and hardware shall be an OSCE-verified adherence to a complete cease-fire within seven days for each of the designated areas of disengagement…” reads the Framework Decision of the Tripartite Contact Group on disengagement of forces and hardware in Donbas.

As UNIAN reported earlier, OSCE representative to the Contact Group Martin Sajdik said that the Framework Decision had been signed by Ukraine and the Russian Federation and initialed by representatives of certain areas of Donetsk and Luhansk regions.

As noted in the text of the decision, it shall also cover the further agreed areas of disengagement, which can be designated in further consultations. However, according to the text of the decision, the process of separation of forces and hardware shall not exceed thirty days.

As indicated in the text, disengagement shall be carried out with the OSCE SMM monitoring, in a synchronous and mirrored fashion, and must be completed within no more than three days.

As UNIAN reported earlier, on Wednesday, September 21 the Tripartite Contact Group in Minsk signed the Framework Decision on Disengagement of Forces and Hardware, providing specific coordinates.
