Constitutional Court to review decisions on new public utility tariffs in Ukraine

The Supreme Court of Ukraine has filed a submission to the Constitutional Court of Ukraine regarding the legitimacy of the Ukrainian president`s decrees regulating the activities of the National Energy and Utilities Regulatory Commission (NEURC), as well as the legitimacy of NEURC decisions concerning the establishment of utility tariffs in Ukraine, the court`s press service reported.
It is stated that the Constitutional Court will verify the compliance of several provisions of the law ”On natural monopolies”, ”On electric power industry”, ”On state regulation in the sphere of utility services”, ”On drinking water and drinking water supply” with the Constitution.
The Constitutional Court will also review presidential decrees of 2014 concerning the National Energy and Utilities Regulatory Commission to ensure their compatibility with the Constitution.
As reported earlier, Deputy Director of the NEURC water supplies department Dmytro Solomka said on June 10 that cold water tariffs would increase by an average of 15% following the growth in electricity rates.
The NEURC increased on March 1 the minimum electricity price for households by 25% to UAH 0.57 per kWh. The next stage of increase in electricity prices is scheduled for September 1, 2016.
PJSC Kyivenergo, the company which provides hot water supply services in the Ukrainian capital, has announced new tariffs for its services effective from July 1, 2016, which have increased more than twice.
Tariffs for heat and hot water supplies have been raised in the whole country.
On June 9, the national energy and utility regulator increased central heating and hot water tariffs in Ukraine by an average of 75-90% against the backdrop of establishing a single gas price for households at UAH 6,879 per 1,000 cubic meters starting from May 1.
