The Organization for Security and Co-operation in Europe (OSCE) reported thar Minsk agreement about the ceasefire is holding in general in Donbas area in Ukraine but the exceptions are in cities Debaltseve and Luhansk.
According to the Minsk agreement (February 12, 2015) the OSCE monitors the cease-fire. The truce is violated by pro-Russian terrorists.
The pro-Russian terrorists have said the ceasefire does not apply to Debaltseve. Moreover minutes after the start of a truce agreed by world leaders last week two civilians were killed by the terrorists rocket fire from a Grad missile in the the town of Popasna, Luhansk.
