A telephone conversation between Ukraine’s President Petro Poroshenko and OSCE chairperson-in-office Didier Burkhalter took place. During the talik, officials discussed the question of sending a special monitoring mission of the OSCE to Ukraine. The OSCE officials promised to send more inspectors with a relevant experience to monitor the situation in the most conflicting areas.
Military situation in the ATO zone
The units of the Armed Forces of Ukraine and of other Ukrainian military units are strictly following the ceasefire regime, which was established on September 5, 2014.
However, terrorist’s actions question the implementation of Poroshenko’s peace plan. Namely, the leaders of the LNR and DNR terrorist organizations claim that Zakharchenko and Plotnytskyi, who took part at the negotiations in Minsk “were direct participants of the trilateral talk.”
Secondly, the shelling of positions of the Ukrainian military has drastically increased for the past 24 hours in the Donbas conflict area.
Overall, there have been 49 shellings and provocative actions by the terrorists on Ukraininain military units:
In Donetsk region, near the localities of: Nyzhnia Krynka, Vasylivka, Maloorlivka, Yenakievo, Hranitne, Schakhtarsk, Krynychne, Krasnohorivka, Maryinka, Petrivske, Novoselivka, Mayorsk, Zhdanivka, Novotroyitske, Mius, Tsentralnyi, Bohdanivka, Avdiyivka, Pisky, Tonenke, Yasynuvata, Khartsyzk, Novobakhmutivka, Panteleimonivka, Debaltseve and Donetsk city airport.
In Luhansk region, near localities: Komushyvakhi, Popasna, Horodysche, Spivakivky, Zolote, Chornukhino
Overall, since the establishment of the peace plan, the terrorists conducted 249 shellings.
The ATO forces repulsed 2 assaults by Russian mercenaries. Yesterday, yet another siege of Donetsk city airport and attempt to get to Vasylivka through Panteleimonivka took place. More than 200 insurgents took part in the attack. All terrorist attacks were repelled.
The cases of airspace intrusion and airspace reconnaisance rom the territoy of the Russian Federation continue. Yesterday, the marine border control service detected the UAV (unmanned aerial vehicle) flying on the height of 1000m in the direction to Mariupol. Also, another UAV was detected on “Kalmikovka, Rostov region – Baranivka, Luhansk region” direction, flying on the altitude of 2 km. Luhansk “Bilovodsk” squad detected the UAV.
Since 14.25 until 21.00 on September 13, 2014 through the “Izvaryne” checkpoint, Luhansk region, six arrays (216 vehicles in total) with “humanitarian aid” entered Ukraine. The vehicles moved from the checkpoint “Donetsk,” Russia. The representatives of Ukrainian State Border Guard Service did not take part in the convoy registration.
The illegal parliamentary elections take place on the occupied territory of Crimea take place today. As we have already declared, such acts are classified by article 109 of the Constitution of Ukraine as the acts, which are aimed to change or topple the consitutional order and the illegal seizure of power. Situation in the localities of the conflict areas
Due to the constant shellings and threats, communal workers in Donetsk cannot recover the energy supply for the East-Donbas water supply facility. The facility is heavily damaged and its recovery may take up to two weeks. The energy specialsists may start recovering the facility after the deal on the “green corridor” provision is agreed by both parties.
In Karsnyi Luch, the terrorists created a list of people, whom they think plundered the Donbas area in 1990’s. The list may include the representatives of city elite. Rich people would have an opportunity to be checked out of the list in exchange for a monetary donation.
In the localities, controlled by terrorists, the city population raise public dissatisfaction regarding the failed promises of terroris leaders to reestablish the energy and water supply to Luhansk, Rovenky, Sverdlovsk, absence of social security payments, provision of food and medications.
On the liberated territories, the pyrotechnic units of the State Emergency Service of Ukraine explored the area of 13.6 hectares and 5 buildings. The units discovered and disposed 39 pieces of explosive objects.
