“I am convinced that Ukraine has a European culture and that the EU can expand. Ukraine, with its values, culture and history, has already preparing to join Europe through reforms on the eve of Russia’s invasion,” the diplomat said.

He also noted that not all countries are able to apply for EU membership.

“Ten years ago in Thessaloniki, we promised the Western Balkans a European future. Some will succeed, others will not. What if we did the same for Ukraine?” Said the head of European diplomacy.

Answering the question, about the risk of seeing a split between Europeans over Ukraine’s military goals Borrell answered that there is always a risk.

 “There is a risk. But since the beginning of the war, I have never seen the European Union so united in helping Ukraine.”

European diplomacy is speeding up preparations for the last Council under the French presidency on 23 and 24 June. From this Wednesday, NATO defense ministers will meet in Brussels and, by next weekend, the European Commission should deliver its opinion on Ukraine’s candidacy for EU membership.
