Ukrainian refugees who have been temporarily granted asylum in the territory of EU member states should not change their driver’s license for a European one.

“Ukrainians who fled Russia’s invasion of Ukraine and got temporary protection status will be able to continue using their Ukrainian driving license, without needing to exchange it for an EU driving license or to sit a new driving test, as long as they enjoy the temporary protection status. If their driving license is lost or stolen, EU countries will be able to issue new EU driving licenses, provided they verify with Ukrainian authorities that the person held a valid driver’s license in the country and the person in question presents a certificate that they are physically and mentally fit to drive.”
The Parliament explained that this innovative measure reduces the administrative burden on Ukrainian refugees regarding driver’s licenses and at the same time provides a unified approach to the terms of temporary protection.
Further, this decision of the European Parliament must be officially approved by the Council of the EU. It will enter into force five days after its publication in the Official Journal of the EU.
