Terrorists do not let the locals out of the captured localities to use unarmed people as a human shield, Ukrainian National Security and Defence Council (NSDC) information and analytical center spokesman Andriy Lysenko told reporters on Monday.
“In the town of Krasny Luch terrorists do not let civilians out of the town, making a human shield of them and hoping thereby to escape,” Lysenko said.
