“On 21 August 2022, imagery indicated that Russia maintained an enhanced military presence at the site, with armored personnel carriers deployed within 60 meters of reactor number five.”

Russian military may have tried to hide the equipment by parking under pipes and archways.

“Russia is probably prepared to exploit any Ukrainian military activity near ZNPP for propaganda purposes. While Russia maintains the military occupation of ZNPP, the principal risks to reactor operations are likely to remain disruption to the reactors’ cooling systems, damage to its backup power supply, or errors by workers operating under pressure.”

On August 23, the Minister of Foreign Affairs of Russia, Sergei Lavrov, in a conversation with the head of the Foreign Ministry of France, confirmed the consent of the Russian Federation to the IAEA mission at the ZNPP.

The IAEA hopes that the mission to the ZNPP can take place in the next few days.
