The Head of the Kharkiv Regional Military Administration Oleg Sinegubov informed on March 10, 2023, that Russian troops shelled the border areas of the Kharkiv region (east of Ukraine), as a result, the psychological rehabilitation center for children in Kupyansk district has been damaged.

“The Russian army continues to shell the border settlements of the Kharkiv region. Artillery shelling of Vilkhuvatka of the Kupyansk district continues. Social objects are under fire again. The center for social and psychological rehabilitation of children and a school have been damaged,” reported the Head of the Kharkiv Regional Military Administration.
Oleg Sinegubov also added that the most intense fighting on the frontline is now going on in the Kupyansk direction, where the Russian army is concentrating its efforts and trying to restore previously lost positions.
“Ukrainian troops repulse them [Russian soldiers – ed.] and inflict heavy losses. The Russian army has no success. Meanwhile, we continue to strengthen the defense capability of the region in all directions every day,” said the Head of the Kharkiv Regional Military Administration.
In addition, the situation with energy supply in Kharkiv is difficult because the energy system has suffered significant damage due to the Russian missile attack on March 9, 2023.
