Deputy Head of the Office of the President of Ukraine noted on September 13, 2022, that the Russian army has committed more than 40,000 war crimes in Ukraine, since the beginning of the full-scale invasion.
“The Russians committed war crimes in Ukraine at a staggering scale. Since the start of the war, more than 40,000 war crimes were committed in Ukraine. These are the Russian officers and soldiers who tortured, raped and killed and gave criminal orders. However, the main fault lies with those who committed the “mother crime” – aggression and came to Ukraine with war, this is [President of the Russian Federation- ed.] Vladimir Putin and other top military and political leadership of Russia.”
The need to create a special tribunal for the military and political leadership of the Russian Federation is necessary due to the fact that neither Ukraine nor the Russian Federation has ratified the Rome Statute. Thus, according to Andriy Smyrnov, the International Criminal Court (ICC), which is already investigating the war crimes of the Russians, will not be able to give a legal evaluation of the crime of aggression, which is considered the “mother of all crimes” in international law.
