On March 21, 2022, it was announced that the Russian Federation will quit peace talks with Japan about signing a formal World War II peace treaty. Additionally, the economic projects related to the disputed Kuril islands will stay frozen and Russia ends a visa-free regime for Japanese people to visit their native lands annexed by the former Soviet Union (now the Russian Federation) in 1945 at the end of World war II.
As has been reported in The Japan Times, Russia halts peace treaty talks because of Tokyo’s strict reaction to Moscow’s military aggression in Ukraine.
Recently Japan after acting with G7 partners has imposed more sanctions on the Russian Federation, Belarus, and the illegal so-called Donetsk and Luhansk People’s Republics (DPR and LPR). It was decided to freeze the assets of the designated individuals/entities and it will require a license for any payments to the designated persons/ entities and capital transactions including deposit contracts, trust contracts, loan contracts etc. with the designated persons/entities:
- designations of further 18 individuals from Russia;
- designations of four Russian banks (VTB Bank, Sovcombank, Novikombank and Otkritie), come into effect on the 2nd of April 2022;
- designations of further 7 individuals and 2 entities, strengthen export controls and technology transfer controls on any exports/ technology transfers to Belarus;
- designations of 30 individuals from the so-called DPR and LPR.
In response on Monday, March 3, 2022, Russia has said about the withdrawal of negotiations about the Kuril Islands and providing peace talks.
“The Russian side, in the current conditions, does not intend to continue talks with Japan on the peace treaty,” the Russian Foreign Ministry said in a statement. “due to the impossibility of discussing the core document on bilateral relations with a country that has taken an openly hostile position and is striving to cause harm to the interests of our country.”
Actually, peace-treaty talks between Japan and Russia have been based on a 1956 joint declaration. It declares that the 2 smaller islands — Shikotan and the Habomai islet group — will be handed over to Japan following the conclusion of a peace treaty.
However, in July 2020, Russia’s amended Constitution took effect, with a provision barring Moscow from transferring any of its territories.
