IAEA confirmed that Russia has deployed equipment and military personnel at Ukraine’s nuclear plant

The International Atomic Energy Agency (IAEA) published a report on September 6, 2022, concerning its mission to the Russian-occupied Zaporizhzhia Nuclear Power Plant.

After visiting the station, the inspectors concluded that the security situation at the ZNPP is unprecedented. The shelling of the plant threatens its physical integrity, the violation of which can lead to the risk of a “nuclear incident”, the consequences of which will be felt both in Ukraine and beyond.

“While the ongoing shelling has not yet triggered a nuclear emergency, it continues to represent a constant threat to nuclear safety and security with potential impact on critical safety functions that may lead to radiological consequences with great safety significance.”

The report does not provide information on who exactly is firing at the station, instead, the document emphasizes the “necessity of the agreement of all parties” to stop the fire.

“The IAEA recommends that shelling on site and in its vicinity should be stopped immediately to avoid any further damages to the plant and associated facilities, for the safety of the operating staff and to maintain the physical integrity to support safe and secure operation.”

Given this, experts consider it necessary to have a permanent presence of the IAEA at the station and immediate consultations on the creation of a nuclear safety protection zone.

While staying at the plant, the inspectors will carry out detailed and continuous work on assessing the damage to the NPP facilities, determining the functionality of the main and reserve protection and safety systems, and assessing the working conditions of the personnel.

The experts have a specific and detailed technical plan for providing assistance and have already started supplying equipment to the Zaporizhzhia NPP.

The report pays particular attention to the presence of Russian military personnel and equipment in various locations at the ZNPP.

“Maintaining all safety systems for the ZNPP in normal operation and the physical protection system operational is a result of the efforts made by the operating personnel. However, these efforts are being taken under very challenging circumstances with military personnel and equipment as well as representatives of Rosatom being present on the site.”

The report also emphasizes the courage and professionalism of Ukrainian specialists at the plant.

“The staff at all of Ukraine’s nuclear facilities have continued to show endurance and resilience in keeping the sites running in a safe and secure way amid the conflict, and the IAEA salutes them.”
