The Office of the UN High Commissioner for Human Rights (OHCHR) recorded 23,015 victims among the civilian population in Ukraine, 8,574 were killed and 14,441 were injured from February 24, 2022, to April 23, 2023.

“From 24 February 2022, which marked the start of the large-scale armed attack by the Russian Federation, to 23 April 2023, the Office of the UN High Commissioner for Human Rights (OHCHR) recorded 23,015 civilian casualties in the country: 8,574 killed and 14,441 injured,” noted the Office of the UN High Commissioner for Human Rights.
The UN stressed that the actual figures of casualties are much higher, as the information from some places where intense fighting is going on is delayed and many reports are still unconfirmed. This applies, in particular, to Mariupol, Lysychansk, Popasna and Siverodonetsk, where numerous victims among the civilian population are reported.
“From 1 to 23 April 2023, OHCHR recorded 405 civilian casualties in Ukraine: 104 killed (49 men, 28 women, 2 boys, 1 girl, as well as 24 adults whose sex is not yet known); and 301 injured (101 men, 73 women, 6 boys, 2 girls, as well as 119 adults whose sex is not yet known),” added the Office of the UN High Commissioner for Human Rights.
