In key issues for PACE agenda Thorbjørn Jagland named rise of populism, fake news, rights of migrants and refugees, terrorism, situation in Turkey, but didn’t mention Russian aggression towards Ukraine, Russian militants in Donbas, illegal annexation of Crimea by the Russian Federation.
The Secretary General has the overall responsibility for the strategic management of the Parliamentary Assembly of the Council of Europe (PACE) .
