Head of the Supreme Court of Ukraine Yaroslav Romanyuk has told RBC Ukraine that only 5% of all court rulings issued in Ukraine have been executed, while the authorities deliberately delay such execution.
”Over the past 20 years, the level of execution of court decisions has not exceeded 5%. This is being done deliberately. Courts issue their decisions, but they are just pieces of paper,” said Romanyuk.
He stressed that the enforcement of court decisions depends on the executive branch.
For example, he said, in 2016 alone, in 77 cases it was recognized that the executive local authorities illegally limited social benefits to citizens in the amount of UAH 1.8 billion.
Romanyuk also reminded that the Constitutional Court ruled that the restriction of pensions for military personnel and judges was illegal. However, the Verkhovna Rada adopted a law that would limit such payments in 2017.
