EU leaders gathered for a one-day summit in Brussels on December 15, 2022, during which conclusions were reached regarding Russia’s war against Ukraine, energy and economy, as well as security and defense. In particular, they agreed on increasing military support for Ukraine. This is stated in the document based on the results of the summit.

“The EU remains committed to providing political assistance to Ukraine, maintaining its support for displaced persons and supporting Ukraine’s financial relief, resilience and long-term reconstruction. In that context, the EU has agreed to provide €18 billion of assistance to Ukraine in 2023. The EU also remains committed in its military support, notably through the European Peace Facility and the EU Military Assistance Mission, and by stepping up the bilateral provision of support, in particular air defense capacities and demining assistance,” explained the leaders of the European Union in a joint statement.
EU heads of state and government strongly condemned Russia’s attacks on the civilian population and civilian infrastructure, which cause even greater suffering to the Ukrainian people.
“Russia’s ongoing campaign of systematic missile strikes against Ukrainian civilians, civilian targets, energy infrastructure and utilities, is a crime for which there can be no impunity. It must stop,” emphasized EU leaders.
In addition, the leaders reported that the European Union would urgently intensify the provision of humanitarian aid and civil protection to Ukraine, as well as assistance in the restoration of critical infrastructure for Ukraine, which will help Ukraine get through the winter.
The European Council also proposes to the Commission to intensify coordination with European industry and international partners to ensure a sustainable supply of priority equipment to Ukraine, such as mobile heat stations, power generators, power plants, transformers, high-voltage and lighting equipment.
