US Secretary of State Antony Blinken noted on December 4, 2022, that Congress was working on an alternative to recognizing Russia as a “state sponsor of terrorism”.

“We’re constantly looking at what steps we can take to increase pressure. We’re currently working with Congress on regulations that will help us with some of the contentious aspects of using the “state sponsor of terrorism” designation that would have unintended consequences. We are working on developing a path to achieve this goal,” said US Secretary of State Antony Blinken.
Earlier, the US authorities said that they did not intend to include Russia in its list of countries sponsoring terrorism, believing that this would lead to a number of negative consequences. In particular, such a step could hinder the grain agreement.
However, several countries have already assigned this status to the Russian Federation in connection with the full-scale invasion of Ukraine. Estonia was one of the first to do so, and the Netherlands recently joined the list.
