US President Joe Biden signed the bill on temporary government funding on September 30, 2022, which allows avoiding the suspension of the work of government institutions and provides for the allocation of $12.3 billion in aid to Ukraine.

The message states that the law “which provides fiscal year 2023 appropriations to Federal agencies through December 16, 2022, for continuing projects and activities of the Federal Government and includes supplemental appropriations to respond to the situation in Ukraine”.
The day before, the document was adopted in the US Senate. Then it was supported in the House of Representatives. 230 members voted for the bill, and 201 were against it.
The draft law includes a package of assistance to Ukraine in its fight against Russian troops. It includes:
- $3 billion for military assistance, including training, equipment, armaments, and logistical support;
- $1.5 billion to replenish stocks of American equipment provided to Ukraine or foreign countries that have provided support;
- $2.8 billion for continued military, intelligence and other defense support;
- an additional $35 million to finance the response to “potential nuclear and radiological incidents” in Ukraine, as well as to prevent the theft of these materials.
