US President Joe Biden will agree to hold talks with Russian President Vladimir Putin on the condition that certain guarantees be agreed upon.

“It will depend on what President Putin wants to talk about. We have made it clear that we need a tangible de-escalation (in Ukraine – ed.) on the part of Russia and a consistent, genuine commitment to diplomacy before the President Biden agrees to such a conversation.”
According to Bedingfield, Biden will be ready for direct talks with Putin only with pre-agreed guarantees.
