In Ukraine, rebels have rejected a new truce in the Debaltseve town hours after it took effect.
A senior rebel Commander, Eduard Basurin said the territory belongs to them and it is their internal matter.
He said they can open fire in the territory at will but there is no shooting along of line of confrontation.
Earlier, a military statement in Kiev said the rebels are carrying out attacks and had a plan to try to seize Debaltseve from the west.
