GENEVA, Switzerland — One evening in late October, the skies above Dnipropetrovsk whirled with the sound of helicopters. Below, armored vehicles and a 500-strong SWAT team moved in assault formation. Even by Ukrainian standards, it was a dramatic scene. As he was dragged from his doorstep, the target of the exaggerated raid — the businessman-turned-politician Hennadiy Korban — seemed as shocked as anyone.
