January 23 – 3 Ukrainian military were killed, 50 were wounded in the last 24 hours, – informed NSDC spokesman Andriy Lysenko.

January 23 – Russia’s military contingent currently located in Ukraine is the largest since the conflict began (over 9000 soldiers), – said NSDC spokesman Andriy Lysenko. Lysenko mentioned that in key operational areas pro-Russian militant groups are being replaced with soldiers of Russian Armed Forces. He also added that large quantities of ammunition are being transported through the uncontrolled section of Ukrainian-Russian border (30-40 trucks each day). The units of Russian Armed Forces continue to relocate to the border with Ukraine, for instance this includes the units of 20th Guards Army of the Western Military District of Russian Armed Forces (headquarters in Nizhny Novgorod oblast) – it is thought that they are preparing for rotation of troops and also safeguarding the ammunition. All of this may indicate a preparation of massive invasion of Ukraine by the Russian army.

January 23 – Heads of State Oblast Administrations must develop emergency/mobilization plans in case of urgent need to switch country’s economy into a war mode, – stated Prime Minister of Ukraine Arseniy Yatsenyuk during a conference call with regional leaders and state security representatives.
