Verkhovna Rada votes for payment of social benefits in Donbas

The Verkhovna Rada of Ukraine has passed a draft law on the establishment of additional social safeguards to protect the rights of citizens, residing in the anti-terrorist operation area, and on the limitation of liability of enterprises, which perform or produce housing and utilities services, in case of late payment for the consumed energy resources.

267 MPs voted for the corresponding draft law No.0962, an Ukrinform correspondent reports.

“This law is aimed at the establishment of the additional social safeguards to protect the housing and property rights of the citizens, who live in the anti-terrorist operation area, and the citizens, who are temporarily displaced from the ATO area,” reads the explanatory note to the draft law.

In particular, according to the adopted document, the arrears of wages, educational allowances, and pensions, formed as a result of the ATO, shall be paid to such citizens till 31 December 2015. In addition, the draft law stipulates additional safeguards to protect the housing and property rights of the citizens.
The draft law also provides for the moratorium on the forced sale of residential property in this area and on the accrual and levying of fines in case of late payment for the consumed energy resources by enterprises, which perform or produce housing and utilities services in the ATO area.
