US imposed additional sanctions on Russia in the field of quantum computing services

The US Treasury announced additional sanctions against Russia in the field of advanced technologies on September 15, 2022. They include prohibiting the sale or any provision of services in the field of quantum computing to persons from the Russian Federation.

“Today, OFAC issued a determination pursuant to E.O. 14071 prohibiting the exportation, reexportation, sale, or supply, directly or indirectly, from the United States, or by a United States person, wherever located, of quantum computing services to any person located in the Russian Federation. This prohibition will take effect beginning at 12:01 a.m. eastern daylight time on October 15, 2022.”

This is in addition to other actions taken by the Department of Commerce today, which placed additional export controls on Russia and Belarus for quantum computing hardware, software and technology.

“In addition, the Department of State imposed further sanctions on Russian companies supporting its quantum computing capabilities, which help support Russia’s war machine. Together, these actions by the U.S. government will further degrade Russia’s ability to reconstitute its military with the advanced technology support it has previously relied on from the United States.”

About three dozen research institutes and companies are on the sanctioned list.
