US Attorney General Merrick Garland and Ukraine’s Prosecutor General Andriy Kostin signed a Memorandum of Understanding on September 20, 2022, that will enable joint efforts to bring to justice persons who have committed war and other crimes in Ukraine.

“The United States stands by the people of Ukraine in their tireless pursuit to uphold the rule of law and seek justice for victims in the face of Russia’s continued aggression. Today, the Department of Justice and the Prosecutor General’s Office announced our decision to work more closely together to identify, apprehend, and prosecute individuals involved in war crimes and other atrocities in Ukraine. We will be relentless in these efforts to hold perpetrators accountable,” noted Merrick Garland.
According to the Prosecutor General of Ukraine, the signed Memorandum of Understanding will enable joint efforts to ensure Russia’s responsibility for international crimes committed in Ukraine.
“Through establishing a formal framework of cooperation, we will strengthen effective investigation and prosecution of crimes committed by Russia in Ukraine and provide a measure of justice to victims,” said Andriy Kostin.
The Memorandum of Understanding Between the United States of America and Ukraine will improve the effectiveness of investigations as well as criminal prosecutions, in accordance with national law. It will remove obstacles that prevent timely and effective information and evidence exchange during investigations and criminal trials by the two countries as well as increase technical cooperation.
