Government set to raise excise tax on alcohol and cigarettes

The Ukrainian government on August 4 considered a draft resolution ”On amendments to the Tax Code of Ukraine concerning the revision of some tax rates,” which proposes an increase in the excise tax on alcohol and cigarettes, according to the RBC Ukraine news agency.

In particular, it is proposed to raise excise tax on malt beer to UAH 2.78 per liter (compared with the current rate of UAH 2.48), excise tax on natural wines with alcohol and fortified wines to UAH 8.02 per liter (compared with the current rate of UAH 7.16) and excise tax on sparkling wines to UAH 11.65 per liter (against the current rate of UAH 10.40).

It is also proposed to increase tax on low-alcohol beverages to UAH 236.98 per liter of 100% alcohol (in comparison with the current rate of UAH 211.59). Excise tax on ethyl alcohol could be raised to UAH 118.50 per liter of 100% alcohol (against the current rate of UAH105.80).

According to the proposals in the draft resolution, excise tax on cigars can be raised to UAH 447.82 (compared with the current rate of UAH 399.84), while excise rate on cigarettes, with and without filters, can be increased to UAH 356.45 per 1,000 pieces (against the current rate of UAH 318.26). The resolution also recommends raising the minimum tax obligation under the payment of excise tax on tobacco products at UAH 476.84 per 1,000 cigarettes, with or without filters.

In addition, the resolution provides for changes to ”environmental tax” and increasing tax rates on the emission of pollutants into the atmosphere and water bodies, and on the disposal of certain types of extremely hazardous waste.

Further, the document recommends increasing royalties for the use of mineral resources, radio frequency resources, forest resources and for the special use of water, etc.
