The United Nations High Commissioner for Refugees (UNHCR), the Council of Europe, and Charity Foundation “The Right to Defense” call not to adopt the draft law №3593-d “On the temporarily occupied territory of Ukraine”, according to the Ministry of temporarily occupied territories and Internally Displaced Persons (IDPs) Ukraine.
The bill number 3593 of 07/19/2016-D is establishing the status of the illegally annexed by the Russian Federation Crimea identical to the status of Donetsk and Luhansk regions and puts the responsibility for the people and humanitarian situation on the occupied by Russia territories on the Russian Federation.
The draft law aims to increase the effectiveness of policy on the illegally occupied by the Russian Federation territory of Ukraine and in some of its provisions could improve the situation of the rights and freedoms of citizens, victims of aggression (for example, to determine jurisdiction cases management mode territories after liberation, etc.).
“In particular, the Agency for Refugees and partners turn to Parliament to take into account international standards on human rights in the development of legislation on the status of territories outside the control of government,” states UNHCR.

Special Representative of the Secretary General in Ukraine Regis Brillat in his address to the authors of the bill said that the bill violates the PACE Resolution 2133 (p.17.3) and some of its provisions contradict the provisions of the Minsk agreements should therefore be reviewed.
Regis Brillat states that the law contradicts the European Convention on Human Rights, European Social Charter, and urges the Council of Europe not to make the document to the session hall of the Parliament without thorough study.
