Is President Trump looking away as Rosneft undermines his “maximum pressure” on Venezuela and Iran?

US President Donald Trump is conducting a policy of “maximum pressure” on
two countries: Venezuela and Iran. In Venezuela, Russia’s state-owned oil
company, Rosneft, actively undercuts this US policy by helping Caracas
circumvent Washington’s tough economic sanctions. Yet, Washington has not
applied broad sanctions against the giant Russian company. In Iran, Rosneft, perhaps together with Vitol, the
world’s largest oil trader, may be playing an analogous role in undercutting
what Trump often refers
to as “the toughest sanctions ever imposed on a country.”
