With an aggressive Russian policy in Ukraine, Crimea and the Baltic States and Putin’s announcement that Russia would add more than 40 intercontinental ballistic missiles (ICBM) to its nuclear arsenal, there is much talk — most recently by Secretary of State John Kerry — of the “new Cold War.” This ignores a simple fact: a weakened Russia can hardly launch a new Cold War.
