PARIS (Reuters) – Moscow has agreed to a Russia-NATO council after the alliance’s summit in Warsaw next month, French Foreign Minister Jean-Marc Ayrault said on Wednesday, as both sides seek to defuse military tensions exacerbated by the Ukraine crisis.
