In Ukraine, five people were killed in heavy shelling on a hospital in the rebel-held Donetsk city on Wednesday.
Six schools and five kindergartens were also damaged in the blast.
EU foreign affairs head Federica Mogherini has called for an immediate truce in east Ukraine to allow civilians to escape an upsurge in fighting between government troops and rebels.
In a statement issued in Brussels on Wednesday, Mogherini said all actors in and around the Debaltseve area should establish a local temporary truce for a minimum of three days.
